MessageMr. Speaker,

These are not minor reforms. They would severely weaken the state's capacity to handle security issues.

MessageMR Speaker,

We believe that it is only right to require a certain degree of likelihood for a crime before a person's right to privacy is infringed. To address the security concerns of the GNRG, localized police departments would enhance security as it would allow a quicker response to crimes and threats, similarly in practise the military would remain in control of the national police forces but sometimes a lesser response is needed.

MessageMr. Speaker,

The bill itself does not state that the military would remain in control of the national police force; the representative from the LNLP is lying. There is a specific piece of legislation that can be made if the concern is that "sometimes a lesser response is needed" - perhaps outlining what arms or tactics are allowed for local threats would make more sense than a bill that creates a civilian police force without stating that the police would still remain under military control; here, I would remind the Presidium that the LNLP MP only said the military would remain in control in a side comment, not in the bill itself.

The current law doesn't say that the military does not have localised departments. For such a large country, it would be ignorant to think that the military does not have divisions and bases in each region. The 2nd GDR has had civilian police forces before, so it has civilian police buildings and infrastructure; the military uses these now, and have full access to anything a civilian police force would have.

There is no guarantee that this ridiculous bill would enhance security by allowing quicker responses to crimes and threats. If anything, the rights about privacy would only hinder investigations, making it more difficult for the state to find out the information it needs to deal with a case, and leave it upon the judicial system to have persons simply bickering about reasonable doubt instead of having most cases based on evidence.

MessageMr. Speaker,

the former Minister of Internal Affairs has tried to create several local police departments, that are run by a central police force, combined with one large, speciaized national police force. We agree that the plan is not yet up to date or isn't always working as it should, but we still believe we should give this a chance.
As Minister of Defence, I believe we shoudn't change the current legislation concerning the military as de-facto police, since this was calculated in the budgets and reforms over the last decades.

MessageMR Speaker,

We would be happy to rewrite the bill to comply with concerns of the GNRG and LNC if this bill fails.
