Background: This bill proposes the establishment of a strategic refined-petroleum reserve to safeguard the country in the event of major war, national crisis, or an energy-related crisis. We propose the nation maintain a level of strategic reserves to comfortably power the nation’s energy consumption needs for 90 days. We estimate this number to be approximately 200 million barrels. We propose: The Ministry of Finance shall be authorised to commit 1 billion SOL yearly from the annual budget to purchase refined petroleum products to attain a level of 200 million barrels from the following: a) Solentian oil and refining firms b) Trilateral market Petroleum reserves will be managed and stored by the Ministry of Internal Affairs in various locations and the amounts will be reported to and accounted for by the Central Bank of Solentia, Ministry of Finance. |

Message | For clarification purposes, we do expect realistically for a portion of the reserves to be crude petroleum in addition to our emphasis on easily usable refined petroleum products (gasoline, kerosene, heating oil, etc.) Location of refined petroleum products will be more accessible to transportation hubs for easy dispersal.
