| 1. Muzal K'alak'i shall be established as an independent Federal District under the direct authority of the authority of the Prezydent. The city shall remain as the nation's capital. 2. All residents of Muzal K'alak'i shall become citizens of the Federal District. 2.1 They shall lose their citizenship in the Województwo of Muzalkaz. 2.2 Citizens shall be able to elect a mayor and a city council who will govern the Federal District, but will be subject to the authority of the Prezydent. 2.3 During the Federal election the citizens of the Federal District shall vote together with the Województwo of Muzalkaz in order to simplify the electoral progress. 3. All branches of government (executive, legislative, and legislative branches) shall be located in the Federal District. 3.1 The executive branch shall remain in the current Presidential Palace. 3.2 The legislative branch shall be moved to the current location of Sejm of the Województwo of Muzalkaz. 3.2.1 The Sejm of the Województwo of Muzalkaz shall move to a new location determined by themselves in their new capital also determined by themselves. 3.3 The Supreme Court shall be moved to the current site of the Supreme Court of Muzalkaz. 3.3.1 The Supreme Court of Muzalkaz shall be moved to a new location determined by the Sejm of the Województwo of Muzalkaz. 4. This is a constituional amendment and has to be passed by a 2/3.majority and can only be changed or ablolished by a 2/3-majority." |
