Article 2

Old value:: Quotas are based on individual applicant's qualifications.
Current: There are quotas based on nationality to determine how many foreigners may reside permanently in this nation.
Proposed: Everyone is allowed to reside permanently in this nation.

Proposal[?] to change Government policy towards giving aid to foreign countries.
Old value:: The government supplies "tied" aid to poorer nations in return for trading rights.
Current: The government only gives aid for disaster relief in foreign countries.
Proposed: The government gives moderate aid to countries in need.
