MessageMr. Speaker,

We would be prepared to support Article 1, but we are wary of Article 2, because we really believe the police and the military should be kept separate, except for real emergencies. Civil policing requires a specific kind of expertise and training. Soldiers are not always the best people to be performing civil policing duties.
