Message | Members of Congress, I ask for you to ratify this treaty to throw our support behind a united Rutania. Not only is this absolutely imperative in regards to stability in that country but as their nominee for the Security Council it is important to stand by those nations that have shown faith in us. Message | President Mason, I personally cannot see how we, Baltusia, a nation which triumphed over Aldegar using a free and democratic referendum, can or should possibly support this treaty if it involves rejecting two free and democratic referendums in Ardinia! Two referendums were held, both of which resulted in a yes to independence. And may I remind my fellow Congressmen and women that the latest Independence Referendum was supported by the Rutanian Government itself, only their dislike of the result forced them to use an undemocratic 'Presidential Decree'. Message | Honourable members of Congress, Ratifying this policy is the biggest contribution you can make to security in Artania. Currently the Ardinian separatists and their allies in Guaduridos are escalating the situation with threats of military conflict. The Rutanian government have not issued threats of any kind, and have merely maintained that Ardinian secession is illegal, that Ardinia remains an integral part of Rutania, and that there exists no mechanism in Ardinian law for a state to secede. You can trust the Rutanian government not to contribute to this one-sided escalation, and to work to preserve peace in the region. As neighbours, I hope that Beluzia will help us in these efforts. We hope that our allies should recognise the integrity of the Rutanian state and defend us against violent separatists and the predatory interference of foreign powers. Our next course of action is to raise this matter with the Security Council, and as such we will of course favour candidates for that body who will maintain peace in Rutania. Message | Mrs Minority Speaker Brown, I understand your concerns and in some way the parallels you draw to our own situation - but this is a question of security, sovereignty and integrity of a nation state and its constitution. We must be careful when looking to endorse an attempt by one regional state to completely secede from its home country when the constitution states that is not possible. If Rutania voted with a 2/3rds majority to amend the constitution to say that any of it states can secede if a referendum of the people favours YES then this would be perfectly acceptable. But that has not happened. So, we are setting a precedent here: it could be next that one of Baltusia's states decided to secede based on a local referendum vote. The national government would declare this illegal under our constitution but surely the state would then have the right to say - well you endorsed it in Ardania, what is the difference here? Also, our HoS referendum was nationwide, so completely represented the will of the people of our country. I am sure that if a nationwide referendum was held in Rutania then the outcome would be NO to Ardanian secession. President Ralph Mason |
