INTRODUCTION Introduced in October 4146 on initiative of Her Majesty's government, through the Helseministeriet (Ministry of Health and Social Services) in response to the urgent need to regulate private clinics more closely, to ensure the reliability of private clinics and that they are held to the same high standards of Helse Kazulmark (Health Kazulia), our national health service. ARTICLE I: NATURE OF HEALTH SYSTEM The healthcare system of Kazulia is a single-payer, universal healthcare system with limited allowance for marketized healthcare, i.e private clinics and doctor's practices. ARTICLE II: STANDARDS OF REGULATION OF PRIVATE CLINICS Private clinics shall be subject to equal standards as the operating standards of Helse Kazulmark hospitals and clinics, rather than separate "minimum standards" set out by the Ministry of Health. ARTICLE III: STANDARDS OF REGULATION OF PRIVATE MEDICAL PRACTICES A medical practice is a group of doctors providing routine medical care, rather than full clinical services, under normal circumstances. Medical practices shall be held to the same general practitioner standards as doctors working in Helse Kazulmark institutions. ARTICLE IV: PROHIBITION ON PRIVATE MENTAL INSTITUTIONS There shall be no mental institutions or mental hospitals which are private or privatized. This is due to security concerns and complex treatment issues which the state system is better equipped to deal with ARTICLE V: REFERRALS Doctors in any private clinic may refer patients to Helse Kazulia or private institutions. Referrals to any private institution must make clear the private nature of the practice, clinic, or hospital. ARTICLE VI: PHARMACIES Dispensaries of pharmaceuticals, while within a private drugstore, clinic, or practice, must be supplied by Helse Kazulia's pharmaceutical supply wing. This will ensure widespread availability of crucial pharmaceuticals and prevent the private system from seriously impacting drug prices |

Message | Herr Huspresident Helseminister Gudrun Eriksdotter When will this government ever learn to allow people to have a choice! People who have private health insurance chose to go to private hospitals because they believe they offer 'better healthcare". The Public Health system is there for those who do not wish to purchase or cannot afford Private Health Care (Public Health Care is just as good as Private providers). Most Private hospitals and Health Insurances are Non-For Profit allowing more money to be invested into health-care. Does this Government believe they know whats better for individuals then the individuals themselves do? Message | Herr Huspresident Parlementsmedlem Anne Lystad Note the current language describing our health system. "There is a public health care system, but private clinics are allowed". Our main provider of health services is Health Kazulia, and it has been largely successful over many, many years in providing necessary health services and routine care to citizens. Our care system is one of the best in Terra, with a high rate of positive outcomes and high patient satisfaction. You continuously make this bafflingly ridiculous argument that this government and this ministry are trying to make people their slaves, and that we hate freedom and individual rights. You are motivated by ideology, not sound and sensible policy. Additionally, I agree with your point that many nonprofits give medical service in the private sector, and I think they should be the only ones permitted to do so.
