| Before a bill, written by a senator belonging to the PCK, is submitted to the senate, it will need to Pass a vote within the Party, to insure the party members are on the same page, and to make adjustments before it is submitted. The council that votes on these bills, will include the Party leadership seat holder, and a delegate, elected before the primaries, from each etat. The bill must pass through a simple majority, and all adjustments must be made during this phase. If a bill passes, and Adjustments are needed during the debate stage in the senate, the adjustments do not need to be voted on by the council. The adjustments in this phase are made by the senator who wrote the bill, and any adjustments made that do not agree with party principals will have a separate bill, written to undo them. The bill written to overturn he adjustments made during the debate phase, are written by the council, and therefor do not need to be voted on. Initiatives and petitions written by non-seat holding party members, will be voted on by the council, and if they pass, will become party platform, bills, or whatever the petition or Initiative asks. No bill will be considered if the bill attacks basic human rights, civil liberties, Core economic values, or does not have enough support from party members. Bills that ask or state a declaration of war, ratification of a treaty, or sanctions, will be voted on twice. Once by All non-seat holding members, and once by the council. If that bill does not first win the popular vote of Non-seat holding members, the council will not vote on it, and the bill will not pass through to the senate. Bills that reach the senate, and bills written by other parties, that we have to vote on, will first be voted on by all Party senators in a meeting. If the bill wins the vote, the Party votes yes. If not, the party votes no. |
