Old value:: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in all places of employment.
Current: Smoking is legal everywhere, at the discretion of the property owner, but is illegal in government-owned buildings.

It's the same approach we have to, for example, having sexual relations... or the free discussion of restricted speech. There have always been things you're allowed to do on your own property but not where it affects other people. |
