Message | Majority Speaker Baker, There should be no change in costs because in current legislation all people have to be issued identity cards, and that will remain the case under proposals. The BDGP would be willing to see a situation where identity cards are issued on a voluntary basis, but we felt that something more 'mid-way' was appropriate for the time being, so as to manage security with choice and freedoms. That way, if the police or a court case requires proof of identity, the person would be able to give it, but wouldn't have to carry it around with them everywhere they go.
