| Due to the crisis which has befallen us the following emergency powers are proposed. Elections are to be delayed until the government has a chance to recover from this tramatic experience, and we can restore the people's faith in the government operating ability. Assembly rules shall be suspended to permit the rapid passage of new bills. Added propsals are permitted to all parties. |
