Outlaws the use of chemical and biological weaponry in populated areas during any time. This will still allow us to cut of access to/from high priority areas and destroy critical parts of an enemies infrastructure at times of war. The Humanity Act does all this effectively without large losses of life. |

Current: The nation shall never use chemical or biological weapons in warfare unless another nation uses them first.
Proposed: The nation can only use chemical or biological weapons on non-civilan areas.
