MessageINTRODUCTION

On behalf of the Communist Party of Solentia, I am pleased to publish a draft bill aimed at amending current regulations surrounding private ownership of weapons and uses thereof.

It is the belief of the Communist Party that it is in the Senate's best interests to tighten regulation of private weapons. Current public safety legislation grants necessary powers to policing institutions to enforce state laws and protect communities. By diverging this power into the hands of private individuals through private ownership of weapons and dueling practices, criminal justice institutions becomes less able to uphold and protect the law.

Thus, the Communist Party proposes:

ARTICLE ONE

That the private ownership of firearms be prohibited. Only the state has the authority to use coercive force to protect laws.

ARTICLE TWO

That the private ownership and use of self-defence be restricted and regulated. Faux-firearms (e.g. BB guns, peashooters) should prohibited. Close-range devices (e.g. pepper spray) should be licensed.

ARTICLE THREE

That dueling is should be outlawed. Dueling is an antiquate means of resolving disputes that impedes the ability of the criminal justice system to deliver fair and just outcomes and thus has no place in a modern society.

CALL FOR DEBATE

The Communist Party of Solentia calls upon the public and the Senate to discuss the issues outlined in this draft bill. The Party looks to start the voting procedure in sixth months.

MessageAfter careful consideration and correspondence, the Communist Party has revised the bill as follows:

ARTICLE ONE - That the private ownership of firearms be permitted only under strict licensing requirements

ARTICLE TWO - That citizens may possess any types of weapons subject to property restrictions (e.g. no automatic assault weapons in public parks).

All other articles remain unchanged.

The party asks the Senate to reconsider.
