| Message | Proposal for second article: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs. With a (RP) scheme which will provide a no tax area for the low incomes and a progressive scheme to subsidize the others based on the income of the families. |
