It is from experience that we at The FOCL can say that a welfare system that gives out cash directly is ripe for abuse. We propose to stop giving direct cash payments to welfare recipients and instead hand out several different vouchers that can be exchanged at different businesses and government agencies for the services they require. Different vouchers could include (but not limited to); - Rent Vouchers - Food vouchers - Fuel vouchers - Travel Vouchers The options for the different kinds of vouchers we could hand out are limetless. Another issue that deeply concerns The FOCL is the privatization of our pension system. We believe this has the effect of higher chances of corruption. Many senior citizens have so much trouble getting their retirement fund the moment they need it most, causing much undue stress. We believe the Government should, at least, operate a pension system along-side a privatized system and let the individual choose which one they would like to use. Summary: The FOCL would like to see the following changes in legislation. - Guarantee of minimum income - There shall be no direct cash payments to individuals to guarantee a minimum income. - The government's policy concerning the pension system - The state offers a voluntary public pension, combined with other voluntary private pensions. |

Old value:: All adults not supported by another person shall be guaranteed a reasonable, though not high, standard of living by the government.
Current: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certian period of time.
Proposed: There shall be no direct cash payments to individuals to guarantee a minimum income.
