Preamble:- Recognizing that our increased involvement in international affairs has gained us attention which is not of the most "friendly" sort, this legislation calls into to action, the creation of a government agency that will protect the internal interests of the nation.

Article 1: The General Directorate for State Security
(a) There shall be a security agency called the General Directorate for State Security or (הנהלה כללית לביטחון המדינה) in native tongue.
(b) The General Directorate for State Security shall be under the authority of the Minister of Internal Affairs and the respective Ministry of Internal Affairs

Article 2: Functions of the General Directorate for State Security
The functions of the General Directorate for State Security:-
(a) To act in support of the actions/activities of the National Police Service, the Institute for Strategic Services and other law enforcement agencies in the prevention, detection and solving of serious crimes.
(b) To protect/maintain the integrity of the nation's economic prosperity against threats from external forces
(c) To safeguard the nation against acts of terrorism, espionage and sabotage from external forces and from activities which have been seen as a direct threat to the well-being of democracy within the nation.

Article 3: The Director-General
The everyday operations of the General Directorate for State Security shall be overseen by a Director-General who is appointed by the Minister of Internal Affairs. His/Her functions are as follows:-
(a) Ensure the efficiency and effectiveness of the General Directorate for State Security in completing its aims and functions.
(b) Ensure that the identities of the operatives of the Central Committee for Intelligence and Special Operation, the General Directorate for State Security and other intelligence organizations/units are kept a secret.
(c) Facilitate the storage of secretive government information which is not reasonable for disclosure.
(d) The General Director of State Security shall compile a report on the efficiency and effectiveness of the General Directorate for State Security including its given/set aims and function to the Minister of Internal Affairs

Article 4: The Institute for Strategic Solutions and Central Communications and Data Collection Agency
The General Directorate for State Security shall work hand-in-hand with the Central Communications and Data Collection Agency and the The Institute for Strategic Solutions in increasing the effectiveness of the General Directorate for State Security in order to complete its set/given aims and functions. With this the General Directorate for State Security will be allowed to:-
(a) Intercept the communications of individuals both outside and inside of the Yeudish Republic of Beiteynu who are seen as a either a threat to national security or the internal and external interests of the Yeudish Republic of Beiteynu and its government via the interception of their calls.
(b) gather intelligence on an individual(s) activities especially when he/she is involved in gang-related activity.
(c) gather intelligence on external intelligence agencies operating within Beiteynu, as well as gather intelligence as to the intentions of known terrorists, spies and saboteurs residing in Beiteynu and rendering them inactive (through any means).

Article 5: Hiring of Staff
The hiring of staff of the General Directorate for State Security is supervised by the Ministry of Internal Affairs, through the Immigration and Naturalization Office. Hiring of staff to the General Directorate for State Security is strictly to Yeudish nationals. The General Directorate for State Security will NOT hire nationals from foreign nations.

On the passing of this legislation the General Directorate for State Security shall come into immediate effect.

This legislation can be amended and/or abolished with a 2/3 majority by the Knesset.

Article 1: Central Committee for Intelligence and Special Operations
There shall be an Intelligence gathering service called the Central Committee for Intelligence and Special Operations (הוועד המרכזי למודיעין מבצע מיוחד) and its aims and functions shall be as follows:-
(a) to obtain intelligence and information on the intentions of individuals outside and inside the Yeudish Republic of Beiteynu who are seen as a either a threat to national security or the internal and external interests of the Yeudish Republic of Beiteynu and its government.
(b) to perform other tasks and objectives relating to the gathering of intelligence and information.

Article 2: Functions of the Central Committee for Intelligence and Special Operations
The functions of the Central Committee for Intelligence and Special Operations are as follows:-
(a) Reinforce the prevention and detection of threats to national security
(b) guard the interests in terms of defence and foreign policy of the government.
(c) obtain intelligence and information on the intentions of individuals outside and inside the Yeudish Republic of Beiteynu who are seen as a either a threat to national security or the internal and external interests of the Yeudish Republic of Beiteynu and its government.

Article 3: The Chairman of the Central Committee for Intelligence and Special Operations
The everyday operations of the Central Committee for Intelligence and Special Operations shall be overseen by a Chairman who is appointed by the Prime Minister. His/Her functions are as follows:-
(a) Ensure the efficiency and effectiveness of the Central Committee for Intelligence and Special Operations in completing its aims and functions.
(b) Ensure that the identities of the operatives of the Central Committee for Intelligence and Special Operations are kept a secret.
(c) Facilitate the storage of secretive government information which is not reasonable for disclosure.
(d) The Chairman of the Central Committee for Intelligence and Special Operations shall compile a report on the efficiency and effectiveness of the Central Committee for Intelligence and Special Operations in completely its given/set aims and function to Prime Minister.

Article 4: The Institute for Communications and Research and the YDF Cyber-Intelligence Corps.
The Central Committee for Intelligence and Special Operations shall work hand-in-hand with the Institute for Communications and Research and the Royal YDF Cyber-Intelligence Corps in increasing the effectiveness of the Central Committee for Intelligence and Special Operations in order to complete its set/given aims and functions. With this the Central Committee for Intelligence and Special Operations will be allowed to:-
(a) Intercept the communications of individuals outside of the Yeudish Republic of Beiteynu who are seen as a either a threat to national security or the internal and external interests of the Yeudish Republic of Beiteynu and its government via the interception of their calls.
(b) Conduct Electronic Warfare with given targets and/or infrastructure in order to complete its set/given aims and functions
(c) The Central Committee for Intelligence and Special Operations shall use any means necessary of extracting information from individuals.

Article 5: Exemption from Prosecution (Immunity)
In order to ensure that the efficiency of the Central Committee for Intelligence and Special Operations is kept at high standards, under a Presidential Pardon, all members of the Central Committee for Intelligence and Special Operations are exempted from Prosecution by the Judicial System for any and all crimes, might it be those against humanity and/or war crimes.

Article 5: Hiring of Staff
The hiring of staff of the Central Committee for Intelligence and Special Operations is supervised jointly by the Ministry of Defence and the Ministry of Foreign Affairs. Hiring of staff to the Central Committee for Intelligence and Special Operations is strictly to Yeudish nationals. The Central Committee for Intelligence and Special Operations will NOT hire nationals from foreign nations.

On the passing of this legislation the Central Committee for Intelligence and Special Operations shall come into immediate effect.

In-order to understand why these new agencies would be governed under different ministries one would have to understand their relationship with respect to foreign policy, domestic policy and general societal structure. In the case of Central Committee for Intelligence and Special Operations (aka: Va'adet), they are responsible for the collection and analysis of intelligence and its distribution, particularly to the Prime Minister, thus they deal with the collection of foreign intelligence. With respect to the General Directorate for State Security (aka: Sagham), they are responsible for the collection and analysis of intelligence and its distribution particularly to the Prime Minister and Interior Minister as their field pertains to ensuring complete security within the country.

The current system is extremely bureaucratic. The Rav Aluf, in current legislation threats the government as a Junta, with him as a key decision maker. In this case, it increased the risk and probability for corruption to foster as power is centrally focused through one pipe. Very soon this pipe will bust and thus the trickle will usher in a period of internal uncertainty with respect to security and defence. It would be in-effective to put these agencies under the control of the Rav Aluf, who is the Chief of Defence Staff (a job which should be solely focused on the military aspect of internal and external defence).

It is either the Knesset, more-so this nation would like an extremely bureaucratic system which allows for corruption and iron-fisted power to foster Or the agencies could be put under the watch of different government ministries where they effective would increase threefold. As a former Aluf, i do see the Rav Aluf's proposal for the central power as an unnecessary and extremely bureaucratic move.
