"Mr Speaker,

The Aid Expansion Act seeks to re-establish moderate levels of foreign aid. This will be delivered through a new international aid government service named 'Aid Hutori'. Aid workers will be sent to areas where help is absolutely essential, but only when our Hutorian aid worker's lives are not at risk. It is our responsibility to help out our fellow world citizens in times of need. Our ranking as an economic superpower, in addition to our surplus, mean that we have more than sufficient funds to re-introduce previous levels of foreign aid.

Aid Hutori will fall under the Ministry of Foreign Affairs. In terms of funding, the current Foreign Affairs budget is 14 billion HLR, with 2.1 billion HLR going towards the Hutorian Security and Intelligence Service and 1.6 going to the Hutorian Eastern Development Corporation. This leaves a gaping hole of 10.3 billion HLR, which is more than enough to pay employees and pay for other foreign affairs services, such as diplomatic trips. Therefore, we see it as unnecessary to boost the Foreign Affairs budget to cater for this new federal agency. The organisation will employ 20,000 individuals, mostly aid workers, with an average wage of 40,000 HLR a year. This totals to 0.8 billion HLR. In addition to this, the organisation will acquire 2.2 billion HLR in operational costs such as infrastructure, food and education. The organisation will require 3 billion HLR in total, which can be easily sourced from the current Foreign Affairs budget as explained above.

In such an economic situation that we are currently in, it would simply be unethical to deny these vulnerable people services that we are completely capable of providing, through a service such as Aid Hutori. If you believe in being good world citizens and rejecting hard-line isolationist policies that put vulnerable people unnecessarily at risk, then vote FOR the Aid Expansion Act."
