We propose to the chamber, the division of the executive branch into the Presidency elected by popular-vote and a First Citizen appointed by the legislature. The President is to have authority over foreign-affairs matters while the Prime Minister is to have authority over domestic matters. |

Message | Mr Speaker, We would flock to support this bill, however there is one fundamental problem; this bill proposes only allowing the largest party to propose a cabinet. This could lead to a crisis if for example, the second and third largest had agreed to form a government without the largest party. We urge the chamber to retract support for this bill.
