OCC: Re-proposal of a bill that did not get voted on properly due to offline period.

This bill proposes changes to legislation to greatly improve national security.

Malivia grants citizenship to all nationals, and anyone can claim nationality. In effect, with the current laws, anyone on the planet can claim citizenship and reside in Malivia with NO security checks/tests. We don't even confirm the identity of visitors.

The People's Party see's these as major security threats. We should ensure that known terror and criminal groups are kept out of Malivia.

REGARDING ARTICLE 1: I propose that nations and groups that pose no security threat to Malivia would have an unlimited quota, while nations and groups known to pose threats to our security have a low or zero quota. It would differentiate depending on circumstance.
