Article 1 : The Mafia is a group of person, committed in organised crimes, murder, racket protection, thievery and etc.

Article 2 : A Terrorism is a paramilitary group, who commit war crimes.

Article 3 : A Cult is a religious or non-religious group, who proclaim to have the exclusive religion and use brainwashing technique to keep control of their members.

Article 4 : Being part of a mafia, a terrorist or a cultic organised shall be criminal,<

Article 5 : The police and the states shall be given the right to seize anything that can be proven to belong organised crimes or having been bought by "dirty money"

Article 6 : Dirty money is defined as the revenu of organised crime, mafia, terrorist and cultic groups. Any profits that been made with criminal activities can be defined as "dirty money"

Article 7: Money cleaning, is defined as the action to transformed dirty money into regular money, it transform money gain by criminal activities, into money gained by legitimate activites.

Article 8 : Money Cleaning is a criminal offense.

I'll try to be even more precise, when I speak of terrorists groups as paramilitary, it means that they are not militaries and that they do not have uniforms to identifie themselves. But they often use the same weapon as a military group would use.

MessageOoc: paramilitaries often do have uniforms they are just not affiliated with the formal military of the country; whereas terrorists could come in all guises from civilian suicide bombers to a radicalised teenager. Could you look at article 2 again?

Article 5 and 6 in our previous discussion we said that organised crime is the remit of national police as is terrorism and other major crime, so the seizure would be carried out by the national force/ national government.

Agree with the rest so if you modify this I will agree to this RP. Thanks

MessageThis bill allow all police force to seize the goods that belongs to any groups mentionned here.

I prefer to define terrorists by war crimes. I'll see what I can do, but the very difference, is that a soldier can't shoot a civilian and can't desguise as a civilian, who are war crimes, a terrorist will not hesitate to commit them.

Radilisation is taken care by the Cult. the three groups are not exclusives.

MessageAs I explain, War Crimes are thing you don't have the right to commit in times of wars. All terrorists groups are Paramilitaries, but since they do not recognize, nor follow the rules of war, they commit war crimes.
war crimes include
Desguising your soldiers as civilians
Attacking civilians
Attacking neutral peace workers, such as the red cross
Torturing prisonner of wars.
Mass execution
And etc.

The very difference between paramilitaries and terrorism will be the respect of the rules of war. Absence of war crimes.

A terrorist group can be a cult and it can also be a mafia group, although the relation between a terrorist and mafia are always hard to get... A terrorist want the light of media, the mafia do not want any light.

MessageActually. who take care of the crimes should depend on the nature of the crimes. but this bill give the rights to all state to crack down on it and in many cases, in federation, states will cooperate to investigate on these issues
Single Mafia are often taken care by local police
Large-scale Mafia could be taken care by national government, but that should depend on the size
Same with terrorist
Cults, except when extremely dangerous, should be taken care by local police.

This is when there are divisions of police force between states. only
