Description[?]:

A BILL to reinstitute the 15th of September as a day of national commemoration of the victims of dictatorship, and a national celebration of democracy and unity in the Crownlands; and to make further provision relating to national holidays.

BE IT ENACTED by His Imperial and Heavenly Majesty, Yukio-no-Mikoto II Jihibukai, by and with the advice and consent of the Estates of the Crownlands, in Ranzurado assembled, and by the authority of the same, as follows: -

1) Reinstitution of September Day
(1) The 15th of September is herein declared to be national holiday in commemoration of the victims of dictatorship, both in the history of Mikuni-Hulstria and across the world.
(2) At noon on the 15th of September, two minutes of silence shall be observed across Mikuni-Hulstria to commemorate the victims; and all flags on monuments and government buildings shall fly at half-mast from sunrise until such a time.
(3) After noon on the 15th of September, there shall be a celebration dedicated to the democratic government and unity of the Imperial Crownlands of Mikuni-Hulstria, organised by a National Committee for the 15th of September as appointed by the government upon recommendation of local communities; and this celebration shall last 2 days where such concerns a year which marks the passage of a multiple of 5 years since the 15th of September, 3411.

2) Restoration of the National Monument for the 15th of September
(1) The monument marking the place of the 15th of September massacre in Kien shall be restored in the form of a permanent monument designed by competition.
(2) This monument shall serve to commemorate all those who died in Mikuni-Hulstria and across the world in defence of freedom, democracy and the rule of law.
(3) The expense of the monument shall be raised by communities and born, for the remainder, by the national treasury out of the Culture Budget.
(4) Crownlands may request subsidies for individual similar monuments in their respective Crownlands, to be adjudicated by the Culture Minister.

3) National Holidays
(1) The following National Holidays shall be observed across the Crownlands:
- 15th of September or September Day
- the official birthday of the reigning Sovereign, to be observed at the anniversary of his era's commencement
- 1st of January or New Year's Day

(2) The Imperial Patriarch, the Luthoran Archbishop of Kien, the Aurorian Patriarchal Archbishop of Phönix, and delegates of the Daenist and Kamist faiths shall confer to propose which religious holidays from each faith shall be recommended for recognition as a national religious holiday, to be confirmed by order of the Minister of Internal Affairs.

Message(OOC: Any more national holidays I should mention? The chief purpose of the bill is to restore the 15th of September as a celebration of democracy and make it one of two principal national holidays alongside the official birthday of the reigning Sovereign, but maybe there are some I'm forgetting.)
