This bill asks for an amendment to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Baltusia's highest offices are worthy of the highest honors. Thus the positions must be respected as such.
We propose an amendment to our constitution regarding the requirements to run or be appointed in the highest positions of the public office of Baltusia, and their public responsibilities.

Article 1:

On the Requirements for taking oath into a State Office:

The President must be at least 35 years old to take oath into office. Members of the Cabinet and State Governors must be at least 21 years old to take office. Members of Congress, Mayors and the rest of the state officials must be at least 18 years old at the time of the oath, not necessarily the age of adulthood stated by our legislation (it can be the same age).

The President of Baltusia must have been born in Baltusian Soil, in Baltusian Diplomatic Missions, in Baltusian Waters, from recognized Baltusian Parents, in an official Baltusian Ship or been given Baltusian citizenship before then age of 12.

The President of Baltusia, Members of the Cabinet, State Governors, Members of Congress, and all State Officials must be Baltusian Citizens at the time of the oath.

Article 2:

The President of Baltusia, Members of the Cabinet and State Governors, can be impeached and asked for their destitution after being accused of a serious constitutional offense. This Impeachment Request must be formally presented to the Congress, where the case must be thoroughly presented. The Impeachment will be granted with a 2/3rd plus one majority in the congress.

Article 3:

The President of Baltusia can present his resignation to his charge. This resignation must be approved by the 50% of Members of the Congress.
Members of the Cabinet, State Governors and the rest of the State Officials can freely present their resignation to their superior.

Article 4:

If a President is impeached, unable to continue his duties or dead, the congress must approve to call early elections as soon as possible. The Ministry of Internal Affairs will take the position until these elections, with the formal name of the Vicepresident of Baltusia.

Article 4 bis:

If the Ministry of Internal Affairs is not available to fulfill the position, the position will be taken by the following line of succession: Minister for Foreign Affairs, Finance, Defence, Justice, Infrastructure and Transport, Health and Social Services, Education and Culture, Science and Technology, Food and Agriculture, Environment and Tourism, Trade and Industry, Constitutional Affairs, President of The Supreme Court, Leader of the Congress Majority, Leader of the Congress Minority (opposition), the State Governors (by Alphabetic order) and City Mayors (by alphabetic order).

FINAL ARTICLE:

If approved, this bill will take effect on January the 1st of 4170. All state Officials which do not meet the requirements will be abled to finish their term correctly, but cannot be reelected or reappointed if their situation is not normalized prior to the oath.

MessageThis bill, want to be a compromise between what parties believe and what the RAC, We believe there is no reason to have a minimal so high to become members of the congress or governor,, or members of the cabinet, but for the president, as the president is responsable for well being of the nation and his cabinet. he should be older and the minimum requirement should set higher.
