I. The goal of this bill is to impose simple tests upon those who have come from other nations and who wish to reside in Malivia

II. This is a top policy of the The MPP and a major security concern for the whole nation. Due to changes in Government The MPP would like to, again, propose this bill be read and considered by all honorable members.
Malivia is in danger of becoming, and quite possibly already is, home to extremist groups, criminals, tax evaders etc. Do we want to be known around the world for being a haven for criminals?
Our borders are 100% open, we don't even do simple ID security checks upon those who are visiting or moving here alike.
Anyone may claim nationality, which we don't dispute, but anyone may claim citizenship just because they say they are Malivian. We need simple tests to confirm the identity of anyone who wishes to become a citizen. We need specialists talking to these people to see what their view of our Nation is and other questions that we could use to determine their character. People who openly say they wish to cause our nation harm should not be allowed to reside here, am I right?
After we allow anyone to become a citizen, we then send them a nice little ID card to use all over Malivia.. even though we never confirmed who they were. In effect, we believe many people can, and have, created entirely new identities upon entering Malivia.

III. The tests we propose to be conducted shall be simple ones. Those who have no ID due to coming from a war torn nation or other disasters would not simply be refused. It would be a case-by-case processes and would require much manpower and resources on our behalf ( more jobs though, right?)

IV. Anyone coming to Malivia who wishes to reside here shall be considered a visitor upon arrival at our borders. There, they shall undergo all the same tests as proposed in article 2 of this bill. If they gain access to Malivia through passing the said test, they would then have the right to take our citizenship test.

V. All current Malivian citizens, and any person born in Malivia, would automatically pass the citizenship test.

MessageThe Libertarian Party would have voted yes to this proposal, however it fundamentally disagrees with Article 1 of this Bill. While the description of this Bill is heavily appealing, it believes that all people born in Malavia should become a citizen and no test should be required, Article 1 of this Bill is highly unethical, but if a new Bill with just Articles 2 and 3 were proposed then the Libertarian Party will be happy to vote yes.
