A BILL making provision under the Imperial Constitution for elections to the Reichstag and Landtag.

BE IT ENACTED by His Imperial and Heavenly Majesty, the Jihibukai Emperor, Long May He Live, by and with the advice and consent of the Reichstag of Mikuni-Hulstria, at Labsburg assembled, with the consent of the Estates represented in the Landsraad, and by the authority of the same, as follows:

ERLASSEN vom Seine Kaiserliche und Himmlische Majestät, der Kaiser Jihibukai, Hoch Leb, vom und mit der Rat und Zustimmung der Reichstag Mikuni-Hulsterreichs, zu Labsburg versammelt, mit Zustimmung der im Landsraad vertretene Ständer, und durch derselben Autorität, wie folgt:

1) Elections to the Reichstag
(1) Elections to the Reichstag shall take place under the provisions of the Imperial Constitution and of this Act;
(2) The Reichstag shall revert to the traditional 643 seats (OOC: partly because a random number looks more like it developed over time), of which half shall be elected in electoral districts (Warukraisa, Wahlkreiser), and the other half supplemented from Crownland lists in such a way that the results shall proportionally reflect the popular vote;
(3) In each Warukaisu, the candidate with the plurality of the vote shall be deemed elected;
(4) After the Warukraisa results have been finalised, the remainder of the seats shall be supplemented for the list until each party has the amount of seats it would get under Proportional Representation;
(5) A vacancy in an Electoral District shall lead to a by-election; a vacancy on a list seat shall be supplemented from the list that supplied its member;

2) Elections to the Landtag
(1) Each Crownland shall have the power to set its own electoral system for electing the members of its Landtag, providing the said system shall ensure proportional representation;
(2) Any electoral boundaries on the Crownland level shall be drawn independently under the purview of the Imperial Electoral Commission;
(3) Where the Crownlands shall lack their own provisions on the electoral system to be used, the system to be used shall be like to the system used to elect the Reichstag;

OOC Stuff:
- Basically, this returns the electoral system to what it was in the Septembrist era.
- The number of Wahlkreiser each party wins can be calculated roughly by feeding the squares of each party's voteshare into a proportional electoral calculator.
- Which party wins which Wahlkreis is established on a first-come-first-serve basis providing that account is taken of previous mentions of its demographics (aka a safe HDV seat won't flip unless the election gets very bad)
- Fudging of the Wahlkreis numbers can be done for reasons of RP unless somebody objects;
- Landtag election results will, unless it is agreed otherwise, be based on the Reichstag results.
- In the case that Landtags are dissolved and elected in between Reichstag elections, the results shall be established by RPed consensus.

MessageOOC: I thought it might be a good idea to restore the Septembrist era's electoral system for OOC reasons as much as anything. Having the Wahlkreiser is an incentive to develop information about demographics etc. on a very local level (see some of the detailed wiki pages on seats like Labsburg St. Martinus, Kien Altstadt, Phönix Schlossviertel and Labsburg Bingen to see what I mean). It also allows some nice RP possibilities (for one, we have had multiple situations where district MPs rebelled in scenarios like the one where the Oberflachland was threatened by highway construction).
