Upon passage of this bill, the position of Speaker of the Parliament of the Free State of Malivia will be established. The Speaker serves as President of Parliament, enforcing rules and protocol, moderating debates and votes and serving as presiding officer of this honorable House.

The Speaker will be appointed by the President and voted on by Parliament with a simple majority vote. The Speaker would then have to resign from his or her political party, but would still remain a member of this house as an independent. They will be addressed as either Mr. Speaker or Madame Speaker, depending on the gender of the individual chosen.

When speaking in this house, it would be appropriate to address remarks to the speaker.

I hope that all parties represented within this august House will vote in favor of this bill.
