Mr. Speaker, The Foreign Ministry has been in contact with Rutania to ameliorate our bilateral relationship, and just recently, Luthori has been informed that Rutania is considering shifting control of the McCarthy Naval Base from Hutori to Luthori. The treaty, titled the Rutania - Luthori Land, Lease, & Friendship Agreement (http://classic.particracy.net/viewtreaty.php?treatyid=3652), includes other articles, and I urge all parties to examine it closely. With that, I open the floor for debate. This will allow us to consider the merits of the treaty being offered to us and will help ascertain where the Imperial Diet stands on ties with a northwestern neighbor. I yield. Rt Hon. Message | Mr. Speaker, I wish to first point out the prohibitive cost of leasing such a naval base, and also wish to discuss whether the benefits outweigh the costs. To lease the McCarthy Naval Base would cost this government 500,000,000 LPD per year. Our budget surplus per year is somewhere along the line of 21,000,000,000. While we certainly could afford it, should we really be paying the equivalent of 25% of the Finance Ministry's budget, or 50 times the budget for the Office of the Prime Minister, for a single base? I wish to point out to the members of this body that Aloria is a signatory nation of the Luthori Treaty of Mutual Defense, and so, if necessary, our military could avail themselves to the bases in Aloria if a situation in West Artania ever merited our attention. Nonetheless, in an act of good faith between the peoples of Luthori and Rutania, we should pay for the costs of base maintenance if we decided to use a particular base for extended or indefinite periods of time in a manner that implies ownership, though it may not legally be so. As such, I urge the Defense Ministry to negotiate a lower cost of lease of this base, and to solicit guarantees that this lease will not be compromised before the 100 years are up. I yield. Rt Hon. Message | The People's Assembly of Rutania has failed to secure 3/4 majority on this bill, elections are upcoming in our nation, the result of our elections in 4180 will determine the future possibility of Rutania ratifying this bill. The center and left wing of Rutanian parties maintain a nationalist isolationist leaning view on our military and diplomatic relations. Furthering economic ties may be a more fertile starting ground, should the upcoming election go well my office would like to continue negotiations regarding the Lease of Ft. McCarthy and more.
