My right honorable colleagues,

We bring before you a bill to amend the stance on the death penalty in Free Dranland. It currently makes little sense that our extradition policy forbids extradition to countries that have the death penalty are forbidden, yet our more stance changes on our own land.

We feel that to pass this bill will bring our stance on the death penalty in legislation in line with the values and ethics of the land.

MessageMr Speaker,

I thank my esteemed colleagues at the GHD for their support. I am glad they agree that the death penalty needs to be abolished as it goes against modern thinking around crime & punishment, as well as raise some significant human rights issues. The fact that our extradition policy forbids the transfer of individuals to countries with capital punishment just goes to show that steps have previously been taken to rectify this issue. We feel that this work needs to be continued to ensure our law aligns with the rights of every person in Free Danland.

The Labour party are unfortunately going to disagree with you. The death penalty means that instead of keeping people in prison for life, we are getting rid of them. This means prisons will not be as crowded and we are not paying tax or anything towards people who don't deserve it to keep them alive.

I thank the Labour Party for their comments. This argument for the death penalty however I would counter on the following grounds and ask the party to reconsider their position:

- In countries using the death penalty, it is often found to cost more than the long appeal process associated with the death penalty. Therefore, a financial justification is often null and void.

- There are many cases of false conviction which have led / or nearly led to people later found innocent to be executed. It is better to abolish such a practice so as to avoid even one innocent person having their life taken from them. It needs to be considered that the justice system is far from perfect and miscarriages do occur. The death penalty, unlike life with no possibility for parole, is irreversible.

- There is strong evidence to suggest that the death penalty both does not defer crime and does is often applied to those without the socioeconomic means to a good defence. And finally, it is a mark on a nation to keep the death penalty - As many countries are realising the statement it makes on a human rights records.

I urge you in light of the evidence to reconsider your position.

I once again thank my Labour Party Colleague for his intervention. I am pleased that you are at least choosing to abstain, instead of supporting the continuation of an abhorrent practice. For that I applaud you.

In answer to your question - A system of capital punishment is expensive to run. firstly, there is the difficulty in procurement of drugs and chemicals / agreeing methods etc... Secondly, there is a huge cost in the right to appeal and the multiple avenues that need to be explored before someone can be put to death. The cost to the state of defending a death penalty sentence can be enormous. Considering that most of the time it takes 15-20 years of imprisonment to put someone to death, on top of the cost of litigation and the legal hurdles and costs of procurement and methods - It makes it a very expensive form of crime control - That has been proved time and time again to be ineffective at deterring people from committing serious crimes.

I ask you to consider a more important cost however. That is the value of an innocent life. There have been numerous cases of people sentenced to death where there conviction has later been overturned. Can we ever justify the loss of one innocent life at the hands of the state?

Further to the comments of my esteemed colleagues of the Bandongjuuijadang, I would argue that the value of an innocent human life is never insignificant at the hands of the state. And I am appalled at such a suggestion placing such disdain and indifference on the rights and life of humans.

During this debate both the SJC and other parties have recognised the damaging and harmful nature of the death penalty, its ineffectiveness as a toll against crime and its expense to the taxpayer for a system that neither achieves a goal of reducing crime in our communities or is aligned with modern, progressive thinking on human rights.

Mr Speaker, I urge other parties to speak out against this statement that has been made for the value it places on the life of innocent humans. We should never be complacent to a practice that could and has resulted in the death of innocent individuals, for the sake of retribution - It is an ineffective and historic mindset that we as a nation need to move on from.

I am shocked and saddened by Bandongjuuijadang and the value they place on human life. I call on other parties to join me in calling out this cold and callous opinion of "insignificance". We at the SJC have asked to have the floor at the Civil Rights Council in order to raise this important issue and share our concerns over the concerning comments raised in this debate of the party of power. We ask for other progressive party support on this issue.
