Whaling for commerce is a dramatic step forward and would require strict protocols in order to ensure successful implementation. Whaling for commerce is also a nonessential practice, whereas scientific whaling has major benefits.

Whaling for scientific purposes provides two roles.

1. Whaling for science allows the people of Belusia to more completely understand the world around us. We are able to completely understand and obtain DNA patterns, whale migration trends and other essential information through rigorously controlled whaling. Information about the spread of pathogens could be especially critical in the event of a seafood-related disease outbreak. Whale meat, fat and other components will still be sold and monitored by the government to prevent mindless waste of the animal's product.

2. It creates the foundation for the government to decide how to correctly and efficiently regulate whaling practices should the country so choose to permit commercial whaling in the future.
