.Section 1 (Forming a Government in a Parliamentary System)
..1) The process of forming a government will begin after an election.
..2) The largest party will have the first opportunity to propose a government.
..3) If the first government does not pass, the largest party will gain a second chance to propose another government.
..4) If said government fails, than the second party will gain two chances to form a government in accordance with the details above.
..5) If both of the second party's government fails, the responsibility will fall to the next largest party.
..6) All other parties will have once chance to form a government.
..7) If all parties fail, there must be an early election.
..8) When the website is down, a government proposal will receive an extension.
..9) If any party brings a government to vote against the prescribed order, it will be deemed illegal and be voted down by the National Congress.
..10) Only parties with seats in the National Congress can be part of this prescribed order.
..11) This section of the act will only be enforced when the Head of State and Head of Government are two separate officials.

.Section 2 (Forming a Government in a Presidential System)
..1) The process of forming a government will begin after an election.
..2) The party to which the Head of State belongs shall have the first chance to form a government.
..3) They have three chances to form a successful government.
..4) If said party fails, the responsibility of forming a government falls to the largest party in the National Congress to which the President does not belong.
..5) If the National Congress fails to pass a government, than there must be an election.
..6) This section act will only be enforced when the Head of State and Head of Government are the same official.

.Section 3 (Vice President)
..1) After an election, the President will appoint a Vice President.
..2) The Vice President must be from a different party than the President.
..3) The President will submit his appointment to the National Congress in a resolution.
..4) If the office of Vice President becomes vacant in the middle of a term, then the President must submit their nominee to the National Congress in a resolution which must pass by a plurality of votes.

.Speaker 4 (Speaker of the National Congress)
..1) The Speaker presides over the Congress’ debates, determining which members may speak.
..2) The Speaker is also responsible for maintaining order during debate, and may punish members who break the rules of the Congress.
..3) Any party with seats in the National Congress can can for Speaker elections.
..4) The National Congress will determine how to elect the Speaker.

.Section 5 (Line of Succession)
..1) The Vice President assumes powers of the President when the President dies, resigns, or becomes incapacitated.
...a) If the President dies or resigns, the Vice President becomes the President.
...b) If the President becomes incapacitated, than the Vice President becomes Acting President until the President can recover.
..2) If the office of Vice President becomes vacant, the line of succession is as follows:
...a) Speaker of the National Congress
...b) Minister of Foreign Affairs
...c) Minister of Internal Affairs
...d) Minister of Finance
...e) Minister of Defense
...f) Minister of Justice
...g) Minister of Infrastructure of Transport
...h) Minister of Health and Social Services
...i) Minister of Education and Culture

..3) When the President's party becomes inactive, they are considered incapacitated and the line of succession will activate.
...a) The person will become Acting President until an election can be held or the President's party is reactivated.

.Section 6
..1) Whenever the President transmits to the Minister of Foreign Affairs and the Speaker of the National Congress their written declaration that they are unable to discharge the powers and duties of their office, and until they transmit to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

.Section 7
..1) Whenever the Vice President and a majority of the cabinet transmit to the Speaker of the National Congress and the National Congress that the President is incapacitated, the Vice President will become Acting President.
..2) Thereafter, when the President transmits to the Speaker of the National Congress in their written declaration that no incapacity exists, shall be reinstated with their presidential powers and duties.
..3) This can be overridden by the Vice President and cabinet.
...a) If said possibility arises, the Vice President will remain Acting President.
...b) The National Congress will then assemble after 48 hours. If 2/3 of the National Congress believes the President is still incapacitated, than the Vice President will remain Acting President.
...c) If the National Congress fails to reach a 2/3 majority, the President will be reinstated with their presidential powers and duties.
