This bill would require a 2/3 majority to pass and the Senate would be established after the next election, in June 4185.

System and Elections

1) A bicameral legislature will be adopted in Baltusia consisting of 'The House' and 'Senate'. Collectively, the two houses will be known as Congress.

2a) The House will consist of 700 Congresspeople elected by the people under game mechanics. The purpose of the House is to debate bills and propositions and vote on them. This is all under game mechanics.

2b) The Senate will consist of 100 Senators elected by the people under game mechanics. There are 20 Senators for each state. The following algorithm to elect Senators would be used. The total seats earned top 4 parties in each state are added together. The percentage of each party OUT OF THE TOP 4 parties is then calculated and then the percentages are the seats are divided according to that percentage. I am happy to equate the mathematics of the Senate to begin with if that is what is wanted, but by default it would be up to the nationmaster.

Example- Election 4181, Albiland State

Top 4 Parties:

Patriotic Party- 55
Republican Party- 38
RAC- 17
BDGP-17

Patriotic Party- 43%
Republican Party- 30%

Senate Seats for Albiland

Patriotic Party= 8 seats
Republican Party= 6 seats
RAC=3 seats
BDGP= 3 seats

The following system would be used in all 5 states to elect all 100 senators.

Purpose of the House and Senate

1) Once a bill is proposed in the House, it is debated and then voted upon, requiring a simple 50% majority to pass (excluding RP laws). If a bill passes is accepted and is passed, it becomes law. Bill finished- law enacted.

2) If a bill is rejected in the House, it is moved to the Senate, where potential amendments and adjusted proposals are debated. Once the new proposals are ready and have been debated, they are voted upon. Each party writes its votes on the proposed amendments in the debate section. Amendments proposals require a simple majority to pass. If amendments debated in the Senate are rejected by the Senate as a whole, then the bill is over.

3) If amendments are accepted, then the bill goes back to The House where the amendments are then voted upon. Again, the amended bill would require a simple majority to pass. Again, if the bill is rejected at this point, the bill is over. If it is accepted then the law is enacted.

OOC: I hope this is potentially the best way to do the bicameral legislature whilst sticking to game mechanics and rules.
