With the ancestral spirits having unanimously declared the divine nature of the royal clan,(as descendants of the great Genzi II H'an) we proclaim the royal cult of H'andin, and we command that;

- All citizens express their recognition of this new state of affairs by venerating and showing respect to the royal clan and its leader the H'an in particular. Every citizen shall be expected to visit their local H'andin shrine at least three times a day. Failure to do so shall be punishable by mutilation and death.

- All taghes provide local shrines for the good citizens to venerate and praise the royal clan for at least 6 hours a day. Every municipality and local clan territory has to construct enough shrines for residents in that locality. Local governments are also expected to construct and put up statues of esteemed members of the family.

- The H'an shall appoint officials to preside at the thrice daily veneration ceremonies, on the advice of the Grand Shaman.

- Insulting or questioning the H'an, his family, ancestors or other high officials' wisdom shall be regarded as blasphemy and as such, punishable by death or a period of internment and vigorous education at a H'andin shrine..

- Schools shall be expected to teach the sayings of the great Genzi II H'an as the official scripture of the H'andin royal cult. All citizens are expected to memorise such sayings and recite them at veneration ceremonies as required. An official version of such sayings will be issued periodically by the College of Shamans.

- Refusal to participate in veneration ceremonies shall be regarded as high treason and as such, punishable by death. Failure to bow three times before a H'andin statue shall also be an offence punishable by whipping.

- H'andin shall be the supreme faith in the Khanate. It is permissible to worship other gods but H'andin and associated duties must come first.
