Description[?]:

The SDA has found that our government has made regulations and rules for private companies about pollution restrictions. However, we don't enforce those regulations!

So, in effect, we have administrative laws and regulations, but we don't enforce them on private companies. Which means that our tax payers have paid thousands for lawmakers, whilst those laws are just a dead letter.

So, we propose the following change:
The government enforces moderate pollution restrictions.
