A bill to restrict the use of nuclear weapons to more appropriate rationale than simply "any reason" This bill will change the Law to use nuclear weapons if victory is not feasibile by other means.

The bill also will restrict what kinds of arms we export to only conventional weaponry- as we want to maintain a competitive edge against hostile nations.

the bill's author is concerned with preserving a "competitive edge" over hostile nations, but apparently not so much with maintaining a tactical edge as well. The nuclear deterrent has the biggest potential to hold back aggressors when its usage is not arbitrarily limited to specific situations of warfare.
