Preamble:- An Act to prohibit the formation, drilling and equipping of a private organisation capable of functioning as a military organisation.

Article 1: Actions under Prohibition
A person commits an offence under this legislation if he/she:-
(a) organises, controls, manages, trains, drills or equips a private organisation capable of functioning as a military organisation and its respective members.
(b) solicits or provides financial or other support for the organisation, management, control, training, drilling or equipping of a private organisation capable of functioning as a military organisation and its respective members.
(c) meets and assembles in any place within the Holy Luthori Empire and its successor state with a private organisation capable of functioning as a military organisation and its respective members.

Article 2: Power to declare organisation illegal.
If the Central Government is satisfied that any private organisation is capable of functioning as a military organisation in violation of the prohibitions established in this legislation, the Central Government may, by notification published in the official Gazette, direct that the organisation shall stand abolished forthwith.

Article 3: Punishment of Offenders
A person who commits an offence under this legislation is liable to:-
(a) A 1,000,000 Luthorian Pounds or imprisonment for a period not exceeding fifteen years.

**This constitutional amendment must be passed with a 2/3 majority and can be abolished or amended with a 2/3 majority vote in a similar manner.
