In a case of emergency, proclaimed by the Kaiser (e.g war, civil unrest or other major threats to the security of the state)

I. The HoS (Kaiser) is allowed to rule by edicts. The proclamation of a law by the HoS is sufficient to make it binding
I.a. This ecxludes laws that are against the constitution
II. The Kaiser may appoint the Chancellor
III. A case of emergency can either be ended officially by the will of the HoS or by a 2/3 majority of the Reichstag
