Bill: Rhodes Act of 4187
Details
Submitted by[?]: Republican Party
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: June 4188
Description[?]:
If a crime is committed in another nation, it is only appropriate that the convict be sent and tried under the laws of the nation in which the crime was committed. However, our party understands that some nations have extreme and oppressive regimes that may threaten the safety of the Beluzian criminals we send to be tried in that locale. This fringe case is covered by the clause of our proposed value - if a nation has a history of inhumane treatment of convicts, then that criminal will be tried in Beluzia and will not be extradited. |
Proposals
Article 1
Proposal[?] to change The terms of extradition.
Old value:: The law bars the government from extraditing anyone who is a citizen of the state.
Current: Extradition to nations with capital punishment is not allowed, unless there are assurances that the death penalty will not be imposed.
Proposed: Extradition to nations with capital punishment or with cruel or inhumane treatment of suspects and convicts is not allowed.

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context. |
