This bill hereby will rectify, if passed, the TE's censorship policy.

The proposals are
I. It shall be legal to criticise the government.
- Ia. All anti-government speech shall be legal
- Ib. All anti-government publications shall be legal.
II. It shall be legal to criticise the Kaiser.
- Ia. All anti-Kaiser speech shall be legal
- Ib. All anti-Kaiser publications shall be legal.

If passed, these will become effective immediately.
