Preamble:- Recognizing that the burden in which the current State Security Agency must uphold is becoming increasingly heavier, we propose the dismantling of the SSA and the formation of separate agencies to deal with domestic intelligence and others to deal with foreign intelligence.

Article 1: The General Directorate for State Security
(a) There shall be a security agency called the General Directorate for State Security.
(b) The General Directorate for State Security shall be under the authority of the Minister of Home and Kingdom Affairs and the respective Ministry of Home and Kingdom Affairs.

Article 2: Functions of the General Directorate for State Security
The functions of the General Directorate for State Security:-
(a) To act in support of the actions/activities of the National Police Service, the Transnational Anti-Crimes Agency and other law enforcement agencies in the prevention, detection and solving of serious crimes.
(b) To protect/maintain the integrity of the nation's economic prosperity against threats from external forces
(c) To safeguard the nation against acts of terrorism, espionage and sabotage from external forces and from activities which have been seen as a direct threat to the well-being of democracy within the nation.

Article 3: The Director-General
The everyday operations of the General Directorate for State Security shall be overseen by a Director-General who is appointed by the Minister of Home and Kingdom Affairs. His/Her functions are as follows:-
(a) Ensure the efficiency and effectiveness of the General Directorate for State Security in completing its aims and functions.
(b) Ensure that the identities of the operatives of the General Intelligence Service, the General Directorate for State Security and other intelligence organizations/units are kept a secret.
(c) Facilitate the storage of secretive government information which is not reasonable for disclosure.
(d) The General Director of State Security shall compile a report on the efficiency and effectiveness of the General Directorate for State Security including its given/set aims and function to the Minister of Home and Kingdom Affairs.

Article 4: The Transnational Anti-Crimes Agency and Government Communications Agency
The General Directorate for State Security shall work hand-in-hand with the Transnational Anti-Crimes Agency and Government Communications Agency in increasing the effectiveness of the General Directorate for State Security in order to complete its set/given aims and functions. With this the General Directorate for State Security will be allowed to:-
(a) Intercept the communications of individuals both outside and inside of the Kingdom of Vanuku who are seen as a either a threat to national security or the internal and external interests of the Kingdom of Vanuku and its government via the interception of their calls.
(b) gather intelligence on an individual(s) activities especially when he/she is involved in gang-related activity.
(c) gather intelligence on external intelligence agencies operating within Vanuku, as well as gather intelligence as to the intentions of known terrorists, spies and saboteurs residing in Vanuku and rendering them inactive (through any means).

Article 5: Hiring of Staff
The hiring of staff of the General Directorate for State Security is supervised by the Ministry of Home and Kingdom Affairs, through the Immigration Division. Hiring of staff to the General Directorate for State Security is strictly to Vanukean nationals. The General Directorate for State Security will NOT hire nationals from foreign nations.

On the passing of this legislation the General Directorate for State Security shall come into immediate effect.

This legislation can be amended and/or abolished with a 2/3 majority by the Imperial Diet. (By which the party(s) wishing to amend/abolish the legislation have at-least 51% of votes (seats) in the Parliament.

There shall be an Intelligence gathering service called the General Intelligence Organisation and its aims and functions shall be as follows:-
(a) to obtain intelligence and information on the intentions of individuals outside and inside the Kingdom of Vanuku who are seen as a either a threat to national security or the internal and external interests of the Kingdom of Vanuku and its government.
(b) to perform other tasks and objectives relating to the gathering of intelligence and information.
(c) the General Intelligence Organisation shall be under the authority of the Minister of Foreign Affairs and the respective Ministry of Foreign Affairs

Article 2: Functions of the General Intelligence Organisation
The functions of the General Intelligence Service are as follows:-
(a) Reinforce the prevention and detection of threats to national security
(b) guard the interests in terms of defence and foreign policy of the government.
(c) obtain intelligence and information on the intentions of individuals outside and inside the Kingdom of Vanuku who are seen as a either a threat to national security or the internal and external interests of the Kingdom of Vanuku and its government.

Article 3: The Director-General of the General Intelligence Organisation
The everyday operations of the General Intelligence Organisation shall be overseen by a Director-General who is appointed by the Prefect. His/Her functions are as follows:-
(a) Ensure the efficiency and effectiveness of the General Intelligence Organisation in completing its aims and functions.
(b) Ensure that the identities of the operatives of the General Intelligence Organisation are kept a secret.
(c) Facilitate the storage of secretive government information which is not reasonable for disclosure.
(d) The Director of the General Intelligence Service shall compile a report on the efficiency and effectiveness of the General Intelligence Organisation to Prefect

Article 4: The Government Communications Agency
The General Intelligence Service shall work hand-in-hand with the Government Communications Agency in increasing its effectiveness in order to complete its set/given aims and functions. With this the General Intelligence Organisation will be allowed to:-
(a) Intercept the communications of individuals outside of the Kingdom of Vanuku who are seen as a either a threat to national security or the internal and external interests of the Kingdom of Vanuku and its government via the interception of their calls.
(b) Conduct Electronic Warfare with given targets and/or infrastructure in order to complete its set/given aims and functions
(c) The General Intelligence Organisation shall use any means necessary of extracting information from individuals.

Article 5: Exemption from Prosecution (Immunity)
In order to ensure that the efficiency of the General Intelligence Organisation is kept at high standards, under an Imperial Pardon, all members of the General Intelligence Service are exempted from Prosecution by the Judicial System for crimes which it has been secretly accused of. However, when information of the actions of the General Intelligence Organisation is in the public and it is evident that the actions were in fact the doings of the General Intelligence Organisation, then the Organisation must come clean and classify all necessary information.

Article 6: Hiring of Staff
The hiring of staff of the General Intelligence Organisation is supervised jointly by the Ministry of Defence and the Ministry of Foreign Affairs. Hiring of staff to the General Intelligence Service is strictly to Vanukean nationals. The General Intelligence Organisation will NOT hire nationals from foreign nations.

On the passing of this legislation the General Intelligence Organisation shall come into immediate effect.
