PREAMBLE

In order to form a more perfect union, to provide for the general welfare, for the people of the Republic of Beluzia, do ordain and establish the Constitution of the Republic of Beluzia.

ARTICLE I

Section 1: All legislative power shall be vested in the National Congress of Beluzia.

Section 2: The National Congress will pick their Speaker and other Officers; and shall have the sole power of impeachment.

Section 3: The National Congress may determine the Rules of its Proceedings, punish its Members for disorderly behaviour.

Section 4: When a bill is brought into debate, the President must declare if he is vetoing the bill or not. If their approval is given, the bill can pass into the voting phase. If the President vetoes the bill, the Speaker must determine the amount of ayes and nays. If the Speaker finds that two thirds of the National Congress votes "aye," the veto if overridden and the bill may be brought into the voting phase. If the Speaker cannot find two thirds of the National Congress to override the veto, the bill may not be brought into the voting phase.

Section 5: No one serving as a Representative, during the time they were elected, will be appointed to any Civil Office in the jurisdiction of the Republic of Beluzia.

Section 6: The National Congress will have the powers to; lay and collect taxes; pay the debts of the country; coin money; provide for the common defense and welfare of the nation; pass a budget with a majority vote; regulate commerce with foreign nations; establish rules of naturalization; declare war; make rules and regulate the armed forces; provide for and regulate state militias; call upon state militias in times of insurrection or instability; make all laws that will be deemed necessary and proper to execute the aforementioned powers or any other powers vested to the national government.

ARTICLE II

Section 1: The executive power shall be vested in the President of the Republic of Beluzia. He shall be elected to a term of four years, for no more than 2 terms. The Vice President shall be chosen after the President takes the Oath of Office. The Vice President will be approved by the National Congress with a majority of the votes. If a vacancy occurs in the Vice Presidency, the President shall nominate a person to fill this office in the manner described above.

Section 2: No person except a natural born citizen, or a citizen of the Republic of Beluzia, at the time of the adoption of this Constitution, shall be eligible to the Office of President.

Section 3: The President's compensation shall not be increased or decreased during their time in office.

Section 4: Before the President begins to execute his powers, they must take the following Oath of Affirmation: "I do solemnly swear (or afirm) that I will faithfully execute the Office of President of the Republic of Beluzia, and will to the best of my ability, preserve, protect and defend the Constitution of the Republic of Beluzia."

Section 5: The President; shall be Commander-in-Chief of the Armed Forces of the Republic of Beluzia, and of the militias of the states, when called into service of the Republic of Beluzia; require the opinion, in writing, of the principal officer from each of the executive Departments, upon any subject relating to their duties or office; shall have the power to gratn reprieves and pardons for offenses against the Republic Beluzia, except in cases of impeachment.

Section 6: With the advice and consent of the Senate, the President shall; make treaties with the consent of two thirds of the Senate; appoint Ambassadors, and other public ministers, Justices of the Supreme Court, and all other officers of the Republic of Beluzia, whose appointments are not herin otherwise provided for, and which shall be established by Law.

Section 7: The President from time to time, shall address the National Congress in the State of Union, and recommend certain measures which the President deems necessary and proper.

Section 8: The President or any Civil Officer of the Republic of Beluzia may be impeached. If two thirds of the National Congress vote in favor of articles of impeachment, the President will be impeached. The Supreme Court will then hold the trial, presided over by the Chief Justice. If a majority of the Supreme Court finds the President of Civil Officer guilty, they shall be removed from office.

Section 9: The Vice President assumes powers of the President when the President dies, is impeached and found guilty, resigns, or becomes incapacitated.
a) If the President dies, resigns, or is impeached and found guilty, the Vice President becomes the President.
b) If the President becomes incapacitated, than the Vice President becomes Acting President until the President can recover.

Section 10: If the office of Vice President becomes vacant, the line of succession is as follows:
a) Speaker of the National Congress
b) Minister of Foreign Affairs
c) Minister of Internal Affairs
d) Minister of Finance
e) Minister of Defense
f) Minister of Justice
g) Minister of Infrastructure of Transport
h) Minister of Health and Social Services
i) Minister of Education and Culture
j) Minister of Science and Technology
k) Minister of Food and Agriculture
l) Minister of Environment and Tourism
m) Minister of Trade and Industry
n) Chief Justice of the Supreme Court

Section 11: When the President's party becomes inactive, they are considered incapacitated and the line of succession will activate.
a) The person will become Acting President until an election can be held or the President's party reactivates.

Section 12: Whenever the President transmits to the Minister of Foreign Affairs, Speaker of the National Congress, and Chief Justice of the Supreme Court, their written declaration that they are unable to discharge the powers and duties of their office, and until they transmit to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

Section 13: Whenever the Vice President and a majority of the cabinet transmit to the Speaker of the National Congress and the National Congress that the President is incapacitated, the Vice President will become Acting President. Thereafter, when the President transmits to the Speaker of the National Congress in their written declaration that no incapacity exists, shall be reinstated with their presidential powers and duties.

Section 14: The President's written declaration can be overridden by the Vice President and cabinet. If said possibility arises, the Vice President will remain Acting President. The National Congress will then assemble after 48 hours. If 2/3 of the National Congress believes the President is still incapacitated, than the Vice President will remain Acting President. If the National Congress fails to reach a 2/3 majority, the President will be reinstated with their presidential powers and duties.

ARTICLE III

Section 1: The judicial power of the Republic of Beluzia is vested in one Supreme Court, and other lower courts established by the National Congress

Section 2: The Supreme Court will consist of nine Justices, one being the Chief Justice. All members will hold their office for a maximum of 45 years, or until they resign.

Section 3: The Supreme Court will have the power of judicial review dealing with, acts of the National Congress and States, Executive Orders, and treaties.

Section 4: The Supreme Court will have original and appellate jurisdiction.

Section 5: The states will have the ability to create their own courts, but the Supreme Court will be the highest court in the Republic.

ARTICLE IV

Section 1: All power not enumerated in the Constitution, will be delegated to the States.

ARTICLE V

Section 1: This Constitution will become binding when two thirds of the National Congress votes in favor of ratification.

Section 2: Amendments to the Constitution can be made, but only when two thirds of the National Congress votes in favor.
