The following is an outline of the proposed system.This resolution, if passed, allows for the formation of a National Security Agency that shall operate under the following guidelines.

. The following is an outline of the proposed system.This resolution, if passed, allows for the formation of a National Security Agency that shall operate under the following guidelines.

1. The Ministry of Internal Affairs shall receive funding toform ONE national security agency (to be called in this resolution, for convenience's sake, NSA - National Security Agency) that is subordinate directly to the Minister of Internal Affairs.
2. Each party is allowed ONE security agency or its equivalent.
3. Each bloc/coalition is allowed ONE security agency or its equivalent.
4. The Head of State shall have the choice of using the following as his personal guard:- The security agency of the Head of State's party.- The security agency- The National Security agency
5. All security agencies in the Nation are required to register with the NSA to be considered legal and official.
6a. The NSA has the right to deem any security agency belonging to a party or coalition illegal and to ban it, however such action requires the agreement of half the Parliament.
6b. In the case that the NSA wishes to ban the security agency currently being used as the President's Guard, two thirds of Parliament must vote "for" to allow the action.
7. The NSA must in all cases provide a plausible reason for its actions when proposing a motion to ban a party's/coalition's security agency.
8a. All private security agencies (all those that belong to a party or coalition) registered with the NSA shall have the right to own and conceal military class weapons.
8b. Private security agencies, if banned, must turn in all weapons that were obtained through the use of the agency's weaponry privilege to the NSA. If the agency does not turn in these "weapons of privilege", all agency members carrying these weapons can and will be charged with illegal ownership and concealment of weapons, and if other fellow agency members work to protect the felon, they can and will be charged with obstruction of justice.
