This is an amendement to the constitution therefore it will need a 2/3 majority to pass The TE asks to give the Kaiser the right to pardon criminals that were sentenced to years in prison but did not commit violent crimes. After talking to a criminal and getting an impression of his character he shall have the right to pardon this person. That means shorten his punishment or even end it completely. He shall have this right in an indefinite number of cases.
