We at the Liberal Party believe that a bill defining what the executive positions and legislative positions should and shouldn't do is necessary. This bill will serve as the base line for what the executive and legislative can and cannot do while they have power vested in themselves.

For this bill to pass, it requires 2/3s of the Legislative Assembly to vote in favour.

Article 1 - Executive Position
1. The executive is defined as the Head of State (President) and Vice Head of State (Vice-President) and any subsequent roles that assist these positions.
2. The executive must remain impartial to the Legislative process at all times.
3. The executives role is defined to represent the nation, be the signatory figurehead, meet with international leaders, nations and organisations and to sign legislative bills into law.

Article 2 - Executive Order
1. At any point, the Head of State (President) or Vice-Head of State (President) may issue an Executive Order.
2. An Executive Order is defined as a legislative bill that is authorised by the Head of State or Vice-Head of State without the consent of the Legislative Assembly.
3. Any Executive Order can be repealed with a 60% majority by the Legislative Assembly.
4. An Executive Order cannot impose or change any constitutional article.

Article 3 - Legislative
1. The Legislative is defined as the elected officials of the nation that work in the Legislative Assembly.

Article 4 - Government
1. The Government is defined as the party with largest number of sitting members in the legislative assembly or a coalition of sitting members or party's.
2. For a government to form, a cabinet proposal containing at least 30% of the sitting members in the legislative assembly must pass.
2.1 If a government fails to form after a year into the term, the Legislative Assembly must call an early election.
3. In the formation of the government, the Head of Government (Prime Minister) position is granted to the largest party or the largest party in the coalition.
4. At any point, the Head of Government (Prime Minister) has the right to remove and replace a minister if they violate any of the following,
A. Criminal Offence
B. Failure of Duty
C. Scandal or Damaging Image

Article 5 - Opposition
1. Any sitting members exempt from the government are deemed as the opposition to the government.
2. The Opposition is required to form a shadow cabinet which will assist in the challenging of the government in their respective areas.
2.1 Any party involved in the shadow cabinet is deemed the Official Opposition.

Article 6 - Emergency Powers
1. At any point, the Head of State (President), Head of Government (Prime Minister) or any member of the government may call a vote on the enactment of Article 6 of the Executive and Legislative Act.
2. Upon a 2/3 Majority vote in the Legislative Assembly, the following powers are enacted.
A. Head of State will assume the Head of Government position.
B. Minister of Defence will assume all other cabinet positions.
C. All elections are postponed.
D. All military and judicial authority will rest with the Head of State (President) and Minister of Defence.
E. No bill can go to vote without the consent of the Head of State (President) or the Minister of Defence.
3. Article 6 will be automatically repealed after 6 months, where the Legislative Assembly will decide to call an early election or continue with Article 6 enacted.
