| There have been a lot of attempts to RP local (state) governments and laws over the last couple of years, but they haven't caught on. Here's what I propose: 1. After each election, we look at the seats in state legislatures, and agree coalitions (which must have majorities) to govern each state. Once these have been agreed, we keep a bill in debate that lists the coalitions in power in each state. 2. Each coalition then agrees a series of laws to pass through the state legislatures they control. These are kept as proposals in bills-in-debate: e.g. there should be a bill called 'Laws in Kragusrov' which lists laws in force in Kragusrov. 3. States can ONLY legislate on matters devolved to them, e.g. if a state government wants policy on hunting and fishing to be "Hunting and fishing activities are restricted to designated areas and periods", then the national law on hunting and fishing must be "The matters of hunting and fishing are handled by local governments." I think this could work really well, and create power struggles between state and federal governments. |
