Description[?]:

This bill proposes to allow parties within the Assembly to propose a candidate before the death of a reigning monarch. Whichever candidate gets the most support in the Assembly will inherit the throne upon the current monarchs death. The heir is chosen before to avoid a crisis wherein no candidate receives a majority and we are left temporarily without an Emperor. At any point the current designated heir can change if another candidate can receive enough support in the Assembly. All candidates must be of, or of a branch of, the Romanov dynasty. Males and females are treated equally.
