| Mr Speaker, the existence of paramilitaries calls into question the state's monopoly on the use of legitimate violence, which is the main pillar upon which effective public law enforcement rests. The legality of paramilitaries is a risk to public safety as it is a well-known fact that it various extremist groups who favor violence to reach their political goals maintain armed wings which they can legally set up and train under the current provisions.
