Mr Speaker, ever since the last election, there has been an upsurge in brazenly disrespecting the powers and privileges bestowed on the Legislative Council by the law, fueled by the increasingly unconstitutional rhetoric and conduct of the President. The Council must not remain passive in the light of such grave attempts of infringing on its rights, and a forceful response is needed to reassert its legitimate authority. To be precise, it ought to take offense with the following actions and statements from the part of the President: - In his post-election 'Policy Statement', the President declared his a priori refusal to approve of the appointment of any 'socialist' Ministers from the ranks of Labour, the SDA or Venstre. Through this declaration, the President contradicted the Legislative Council's right to choose a government of its liking, in line with the popular will embodied by a supportive parliamentary majority. - In the same statement, he arrogated to himself the right to 'dismiss' the Prime MInister and his cabinet even though there was, at that time, no manifest indication of him having formally lost the support of the Legislative Council, such as a no confidence motion or an alternative cabinet proposal uniting legislative majority support. - Ahead of the swearing-in ceremony of the new government, the President declared himself temporarily unfit to exercise his duties in order to avoid following parliamentary will. Since there is no indication that the President was in any way physically or mentally incapable of presiding over the ceremony, we conclude that the did so in a frivolous manner illustrating his contempt for the Legislative Council and its right to determine the ideological and personal composition of the cabinet. - Additionally, the President has announced that he would under no circumstances approve any non-legislative decrees or statutory instruments proposed by the Prime Minister or his cabinet. Once again he did so in an a priori manner and without bothering to find specific fault with any concrete proposals, thus demonstrating that his sole motivation is obstructing effective governing proceedings, for which the cabinet retains a parliamentary mandate. Since we cannot censure the President himself as he is not a member of this body, we propose to direct this expression of strong disapproval for his actions at those w ho have declared themselves to act as his surrogates in parliament and have followed up on it with their conduct, namely the so-called 'Presidential Caucus' composed of a significant share of the PAP group. Them serving as members of this body while unconditionally supporting the President's unconstitutional and anti-parliamentary agenda is a demonstration of intolerable disrespect towards the Legislative Council, even more so as this attitude continually manifests itself in rude and uncalled-for remarks directed against other members for their criticism of the President and his behavior, including the hurling of insults across the floor such as "You watch your dirty pro-socialist mouth when you talk about His Excellency!" There were also instances of said members aiming to disturb and disrupt legislative sessions by hissing and hooting, and in one case there were reports about a threat of physical violence directed against a fellow deputy for her criticism of the President. For the reasons named above and based on the reasonable assumption that those MLCs affiliated with the 'Presidential Caucus' support the President's unconstitutional and anti-parliamentary agenda as embodied by their speech and actions, we hereby call on this house to pass a motion of censure rebuking those 22 members for undermining parliamentary authority and assisting executive overreach. While some of our members believe we should oppose Censure simply because it's supported by an opposing coalition, others are displeased with the rude outbreaks and general disorder on the parliamentary floor as well.
