Description[?]:
Article I.) Upon Passage of this Bill individual Provinces will have the right to create, organize and equip their own military forces known as "Provincial Militias." Article II.) Provincial Militias will be commanded by the Premier and any Provincial Minister appointed to oversee them while the Provincial governments will be responsible for the equipment and maintenence and any PM units they create. Article III.) Any and all Provincial Militias units created under this Law are subject to Federal Ministry of Defence Oversight and are to be considered apart of the Armed Forces Reserve. Article IV.) All Provinical Militia units automatically fall under Command of the Federal Ministry of Defence during times of war or national emergency. Article V.) Provincial Militias units are restricted from being any larger then a Army "Division". Article VI.) Provincial Militias Naval or Air Force Units are strictly prohibited. Article VII.) No Provincial Militia Officer may hold a rank higher then that of Major General. |

How is dividing our army like that is supposed to make us more powerfull? I can understand that some people support giving more power to local goverment. Message | Mr. Speaker This doesn't divided the Army nor give provinces control over any portion of the Army. It gives the provinces the ability to raise and train their own Defence Militias which aid us in shouldering the costs of maintaining our military; I'll note to the Honourable Senate we have recently gone through an 11 bn HLR cut to Defence which requires us to make adjustments to accommodate and this cut was done with the assumption that National Guards or Provincal Militias were legal. Message | ''Mr. Speaker First of all I would like to point out to the honorable minister of Defence that the eleven billions HRL that have been cut from the ministry of Defense were not done with the assumption that Provincal Militias were legal. In fact, these cuts were made because of the promise of that Federalist party had made many years ago during the creation of the Hutorian Coast Guard. For more information about this you can look at the ''Bill: F-42: Hutorian Coast Guard Creation Act'' (http://classic.particracy.net/viewbill.php?billid=496196) But, what the mister DeCoste doesn't seem to understand is that his reasoning is completly flawed. He's saying that provincial millitia will aid us in shouldering the costs of maintaining our military. But when you think about it, this bill won't reduce the cost of our military, it will only change which government will pay our military. At the end, the taxpayer will pay the exact same amount for our military. So, I reiterate my questions toward the Minister of Defence. How is this bill supposed to make us stronger?
