Lorenzo Verhoven, President of the Republic:

"Hon. MPs,
I'm here as announced to present to the Parliament this first DEP (Decreto d'Emergenza Presidenziale/Presidential Emergeny Decree) which will enter in force immediatelly at the moment of the presentation.

With this DEP the Presidency of the Republic provides that units of the Armed Forces, especially from the Army, will be deployed on the territory to back up the Police and the Gendarmerie to control the territory, with units to patrol public transport, to patrol the public places and the most important meeting places of citizenship and to organize checks and control posts on the roads.

However, the units which will be deployed will be placed under the authorities of the Police and of the National Gendarmerie which will maintain the exclusive right to arrest suspect or put in custody individuals or to proceed with searchs. The military will be doployed to respond with effectiveness to suddenly menaces and to support with military experience and equipements the law enforcement operation of Police and Gendarmerie.

"We will support this only to assure our support to the government. This is a real attack to our citizens' liberty to do their daily activities! It seems to me we are doing what terrorists want, and I think we shouldn't continue on this path. But, like before said, we will support, because we approved the re-election of the President Verhoeven. Otherwise we wouldn't support this."

"Mr Giuliotti, allow me to respond to your statement.
Personally I think the citizens will feel more safe and protect seeing that the Government are take all the efforts to securize the territory.
Given the form of the bill and its provisions, these units of the Army will not act actively, in the sense that the main objective is to put into public place some mebers of armed forces just to control and patrol.
They will be stationed in train and subway station, they will walk into the promenades of main shopping mall, at the corners of squares, etc...
But they will have not right to stop people on the sidewalks, arrest them, search them, etc...
And the check post on the rout you see with me that are normal operations in case of kidnapping.
Mr Giuliotti, I think that with the last elections the people demanded us to act and take couragious actions."
