Message | Mr. Deput, Nowhere in my proposal did I say research on them would be prohibited. I said we should limit our policies on such weapons /to/ research and development purposes only, as in only permit research and development of such technology and prohibit other means/uses of it. My proposal is ensuring they aren't used in war in the future, when they were used last is irrelevant.
