for years we have been performing research on several weapons, mentioned in the proposal. We find it hard to prohibit the continuation of our research. to be honoust, when is the last time we used such weapons?

Nowhere in my proposal did I say research on them would be prohibited. I said we should limit our policies on such weapons /to/ research and development purposes only, as in only permit research and development of such technology and prohibit other means/uses of it.
My proposal is ensuring they aren't used in war in the future, when they were used last is irrelevant. If we must defend our country, we should do so conventionally without the use of such barbaric weaponry.
