We, the Malivian Socialist Party propose this bill for the creation of The Office of the House Speaker and The Office of the President of the Parliament.

Section One: The Office of the House Speaker

1. The House Speaker is elected to a four year term.
2. The House Speaker pledges to be politically independent to avoid any political bias inside the Parliament.
3. The House Speaker manages and administrates the Parliament.

MessageIsn't the President of Parliament the speaker? Normally the speaker is the person who is fully in charge and presides over parliament.
OOC:Given the fact that the President of Malivia can also be a political actor in the executive, I believe that part should be left out.
